Citrine: CALPHAD .POP ingester

| A citrination ingester for parsing POP experimental files used by CALPHAD packages. |

| This ingester reads and parses “.POP” generated by the CALPHAD package Thermo-calc. It may or may not work for POP files generated by other CALPHAD packages such as Pandat. Additionally, it does not currently support tables in POP files that may be manually created by a user. |

| file_id (string) | ID of file to distinguish your calculation of a system from anyone else’s. (e.g. "2017Citrine") |
